I like to imagine that people who worked for/filed information for BLi before being kicked out of the city would scew information about killjoys as much as possible without it being too obvious. Sometimes it’d be about appearance, other times about who they were known to hang around with. In this case, they wanted to try and help the Girl out and it didn’t really matter to them that she’s been seen by Korse and his dracs and other BLi workers when she was kidnapped. Anything to throw off new recruits. They botched her age, changed her skin and hair color, only provided dull, black and white photos. They were promptly thrown out after the changes were made, being that the Girl was the most closely watched person in the zones, but not before they had shared this misinformation to new scarecrows. Experienced workers hadn’t noticed the change until then.
